About 90 percent of the city consists of the Laguna Woods Village retirement community. According to the United States Census Bureau, the city has a total area of 8.3 square kilometers. As of the census of 2000, there were 16,507 people, 11,699 households, and 3,989 families residing in the city. The population density was 1,991.7 per square kilometers.
