The population was 21,845 inhabitants at the 2000 census. It boasts a south-facing beach, known for its surfing and beach park, which stretches eastward about a mile from the harbor and the naval base and includes a fishing pier.


According to the United States Census Bureau, the city has a total area of 12.1 square kilometers. As of the census of 2000, there were 21,845 people, 7,268 households, and 5,000 families residing in the city. The population density was 1,895.4 per square kilometers.
